Green Jobs: Definitions and Analysis

The LMI Training Institute held a webinar series discussion green jobs. This webinar is the first of several webinars and focuses on the definition of green jobs. Policy makers around the country are focusing on the Green Economy, posing challenges to LMI staff in terms of how to best define what a green job is, and how to quantify the number of green jobs in their state. With no boilerplate to follow, states are taking on this challenge in different ways. This session will provide examples of how states are using surveys and other research methods to quantify green jobs, and the ways in which green job definitions vary state-to-state. The panel will be made up of individuals running these studies at the state level. Presenters include: Bonnie Graybill, Deputy Division Chief, Porgram and Local Information Section, California Labor Market Information Division Rick Waclawek, Director, LMI & Strategic Initiatives, Michigan Department of Labor & Economic Growth

Greening Community Colleges: An Environmental Path to Improving Educational Outcomes

This brief highlights leadership by three community colleges in "greening" their operations, curricula, and communities, while simultaneously addressing local and regional employment and environmental needs. The emerging and expanding green economy has the potential to create not just jobs, but career opportunities across the United States as green manufacturing, products, and services fuel demand for workers at all skill levels. Community colleges are leading the way in defining and addressing these opportunities, developing programs in expanding fields from solar energy to green construction; creating new and better training programs for green jobs; and developing educational pathways that lead to the Associate's and Bachelor's degrees that are key for advancing in these emerging careers. The continuing recession and the prospect of longer-term changes in local economies provide opportunities for all community colleges to demonstrate their value by helping businesses and individuals adjust to challenging economic environments and increase their resilience and chances of prospering.

DOE Releases 2010 Wind Technologies Market Report

DOE Releases 2010 Wind Technologies Market Report produced by Lawrence Berkeley National Laboratory (LBNL) in July. The report analyzes trends in capacity, manufacturing, performance, and costs. According to the report, wind power capacity grew by a healthy 15% in 2010, representing $11 billion in new investment despite the economic downturn. Component manufacturing also increased. Nine of the eleven wind turbine manufacturers with the largest share of the U.S. market in 2010 had one or more manufacturing facilities in the United States, and a number of new manufacturing facilities both domestic and foreign opened in 2010. Domestically produced goods used in U.S. wind power projects increased to 68% in 2009-2010, up from 52% in 2005-2006. Other highlights from the report include: •Nine offshore wind projects totaling 2,322 MW have advanced significantly in the permitting and development process. Three of the nine projects have signed power purchase agreements. •The environment for wind power project finance improved steadily throughout 2010. By the end of the year, approximately $4 billion in tax equity was committed to wind power projects – more than twice as much as was invested in 2009. •The average installed cost of wind power projects held steady in 2010 but is expected to decline in the near term, and wind turbine prices continued to decline from the 2008 peak. •Transmission development continued to grow with 8,800 circuit miles of new transmission added in 2010, another 3,100 miles under construction, and an additional 39,000 circuit miles projected by 2020. •Lower wind turbine and wind power pricing and key federal incentives for wind energy will lead to moderately higher wind power capacity additions in 2011 and 2012.

Green Jobs Webinar

The U.S. Bureau of Labor Statistics (BLS) recently issued results from the first of its green jobs surveys, on green goods and services, defined as “goods and services produced by an establishment that benefit the environment or conserve natural resources.” This is the first U.S. national survey to attempt to ascertain information on green jobs (data issued to date from various sources have been estimates). The survey provided information on the detailed industries where green jobs occur, state-specific data, and information on green jobs in the private sector as well as all three levels of government. In this ETA-hosted Webinar, BLS staff will explain the innovative methodology they used to count green jobs, explain the findings, describe future green jobs surveys, and answer questions.

Energy Department Report Finds Major Potential to Increase Clean Hydroelectric Power

As part of President Obama's all-out, all-of-the-above energy strategy, the Energy Department today released a renewable energy resource assessment detailing the potential to develop electric power generation at existing dams across the United States that aren't currently equipped to produce power. The report estimates that without building a single new dam, these available hydropower resources, if fully developed, could provide an electrical generating capacity of more than 12 gigawatts (GW), equivalent to roughly 15% of current U.S. hydropower capacity. These findings demonstrate one of the ways the nation can diversify its energy portfolio while achieving the Administration's goal of generating 80% of our nation's electricity from clean resources by 2035.
